The purpose of the Quill & Scroll: International Honorary Society for High School Journalists is to honor student journalists in their pursuit of communicating the truth through mass media.

Every candidate recommended must meet all of the following qualifications for membership:

• At least high school sophomores (membership has been extended to begin as early as sophomore year for otherwise qualified students);
• In the upper third of their class academically;
• Produced superior work in some phase of journalism or school media – writing, editing, broadcasting, video, Web, etc.
• Recommended by the media adviser or media governing committee.
